e-Stamping Launched at Chandigarh

Mr Vijay Dev, Adviser to Administrator Inaugurating e-Stamping Digital India Week (DIW) celebration started with the launch of e-Stamping in Chandigarh. Mr. Vijay Kumar Dev, IAS, Adviser to Administrator, U.T. Chandigarh, launched e- Stamping service from e-Sampark Centre of Sector-21, Chandigarh on 2nd July 2015. e-Stamping introduced in U.T. Chandigarh is a computer based application and a secured electronic way of stamping the Non-Judicial Stamp Papers. This service would replace the prevailing system of physical Stamp paper in Chandigarh in phased manner. On this occasion, Mr. Vijay Kumar Dev, IAS, Adviser to Administrator, U.T. Chandigarh said "This initiative is game changer to facilitate good governance and will eradicate malpractices related to physical Stamp Paper. This service is provided to the city residents at no additional charges, no waiting period and easy availability. It will also make revenue transactions safe and secure" To avail this service, Citizen needs to visit any e- Sampark/GramSampark or Urban Kiosks and fill the application form with details of Stamp duty amount required. Upon submission, the Sampark operator will handover the e-Stamp Certificate with a unique identification number to the Citizen.
Dr. S.B Deepak Kumar, IAS, Secretary Information Technology was also present on the launch and on this occasion he said "It is simple, convenient, transparent, reliable, secure and cost efficient. Revenue department will now be able to do online reconciliation of its transactions on a daily basis. He said each stamp paper had a unique ID and could be verified online also”. Mr. Prince Dhawan, IAS, Director Information Technology on the occasion said “Now Citizens will be able to deposit the exact fee rather buy Stamps paper of more denomination than needed due to lack of availability.”

Digital Locker for the Residents of Chandigarh

In order to deliver the message of 'Digital India' to Citizens and encourage digital Citizen to Government (C2G) interactions, Chandigarh Administration through Department of Information Technology has launched the enrolment drive to “DigiLocker” across all e-Sampark Centers of U.T. Chandigarh on 4th July 2015. Digital Locker is a big step forward to transform the entire country into a digitally empowered nation. It is dedicated personal storage space, linked to each resident’s Aadhaar number. DigiLocker can be used to securely store e-documents as well as store Uniform Resource Identifier (URI) link of e-documents issued by various issuer Departments. The e-Sign facility provided as part of DigiLocker system can be used to digitally sign e-documents. Every user account will get 10 Dr. S.B Deepak Kumar, IAS, Secretary IT opening his Digital Locker Account MB of dedicated free electronic storage space, which will be linked to their Aadhaar details.
Dr. S.B Deepak Kumar, IAS, Secretary Information Technology said “The e-Certificates issued by Chandigarh Administration shall directly be sent to the Citizens DigiLocker, from where the Citizen will have the option to share the Certificates with integrated Departments in future. Hence eliminating the cumbersome process of attestation of physical copies of Certificates/documents.” He added “at present through this facility, Citizens can easily store and access their important Certificates & documents anytime-anywhere without compromise on security”. Around 450 Citizens including Chandigarh Administration employees got themselves registered to open their DigiLocker. While mentioning the significant advantages of DigiLocker Mr. Prince Dhawan, IAS, Director I.T. said ”The DigiLocker facility would eliminate the need of physical documents, the probability of loss of documents and the transit delays. Importantly it shall reduce the physical visits of Citizens to Government Offices and facilitate digital Citizen to Government (C2G) interactions”.

Information Security & Education Awareness at Govt. School


Speaker interacting with students during awareness seminar of Information Security at Government High School, Sector-50 Department of IT conducted a exclusive one day awareness session for the students of Government High School, Sector - 50 on Information Security & Education on 3rd July 2015. This training is first in the series on “Information Security & Education” conducted in school which is one of the activities under the Digital India Week which concluded today at Government High School, Sector-50, Chandigarh. The objective of the session was to make students well versed with the cyber threats and attacks which has increased manifold in the past years, which has resulted in huge economic and social losses and also to create awareness among users of internet specially children, students, parents, teachers, etc., about the importance of information security and the use of IT technologies in a very secured fashion.
The highlight of the session was to make students aware of the basic knowledge and terminologies of the cyber threats and to encourage them to have basic skills to counter these cyber threats to ensure that they are secured from the possible cyber predators. During this interactive session, the faculty also delivered a presentation about cyber crimes and how to protect themselves from cyber hazards and students were given live examples how to be cautious while browsing internet, and should use their presence of mind like “I stop Before I Download”, “I think before I Click” and My password Mixes(#UMBERS & $SYMBOL#). Since this session was interactive, students were encouraged to share their internet experience & knowledge. Faculty also addressed the queries of students related to anti-virus, cyber threats and measures to prevent cyber threats and opting IT as their career. This session was delivered by Mr. Harpreet Faculty from C-DAC,Mohali and Session was attended by more than 75 students of 8th, 9th and 10th standards of Govt. High School, Sector 50, Chandigarh. Celebrating the Digital India Week at U.T. Chandigarh, the services offer under College Admission Portal, the provisional merit lists of all streams of first year undergraduate have been uploaded today on www.dhechd.org. Over 29,000 students had applied for admission through this portal and computerized merit lists have been generated through e-campus solution implemented in Government Colleges.

National Optical Fibre Network launched at Chandigarh

Sarpanch and the residents of villages Daria at the Launch of NOFN Project
Under the NOFN project, all the Gram Panchayats of India will be connected with Optical Fiber Connectivity. In U.T. Chandigarh, NOFN has been established in all the 12 Gram Panchayats, out of which in two villages Daria and Behlana the NOFN was launch by the Hon’ble Prime Minister of India on 1st July 2015. In order to execute the above, Chandigarh Administration has signed a tripartite Memorandum of Understanding (MoU) with the Department of Telecommunication, Gol and BBNL, for implementation of NOFN Project in U.T.
Chandigarh. Further Department of Information Technology, Chandigarh Administration as Nodal Department ensured that the Optical Fibre Network under this project was successfully laid across all the 12 Gram Panchayats of U.T. Chandigarh. The NOFN at the Gram Panchayats shall be utilized for providing e-Health, e-Education, e-Agriculture etc.. Directives from DoT, GoI shall soon be issued on the procedure to utilize this NOFN connectivity. The program had a gathering of more than 600 people in the two villages.

Citizen Centric Services launched

Mr Vijay Dev, Adviser to Administrator, Mr Vikram Dev, Secretary Transport, Dr S.B. Deepak kumar, Secretary IT, Mr Kashish Mittal, Registering and Licensing Authority, Mr Prince Dhawan, Director IT Launching Mobile App for RLA and Sampark Digital India Week in Chandigarh got the impetus with the launch of 04 key Citizen Centric Services by Adviser to Administrator, U.T. Chandigarh at DC office. Chandigarh Administration in sync with the vision of Government of India is committed to offer technology enabled services to the citizen, Mr. Vijay Kumar Dev, IAS, Adviser to Administrator said at the launch of Registering and Licensing Authority (RLA) Mobile App, Sampark Mobile App and Sub Divisional Magistrate (Central) Website on 6th July 2015.
‘mobileRLA’ and ‘mSampark’ are the android based Mobile App developed in-house by mGovernance Centre of Excellence at Society for Promotion of I.T.( SPIC), under aegis of Department of I.T, Chandigarh Administration. Currently the app can be downloaded from Google Play store and Government of India’s mobile app store – Mobile Seva.
‘mobileRLA’- the comprehensive mobile app features driving license details, vehicle registration details, High Security Registration Plate (HSRP) running series, office locations, timings and holidays. For those planning to get a new learning license, the app provides a list of various signs & symbols as well as a mock test utility to check their preparedness. For those who are planning to buy a new vehicle, the mobile app provides dynamic information on the numbers available in the current and previous series. A utility tax calculator is also available to for calculating fees on vehicle registration. The mobile app is also a repository of all procedures involved in getting various services from the R&LA office. The applicants can also check the list of available vanity numbers to apply for the vehicle number of their choice. Integration with maps has also been done to facilitate residents to navigate to office locations.
“mSampark” is the first android based Sampark Mobile App providing information on locations of e-Sampark List of all Sampark, Gram Sampark and Kiosk centre, locating nearest/any Sampark Centres, list of services offered at Sampark Centres (along with requisite document list and service charge information), Electricity and Water bill information, Status of applications of DC office, Sampark timings, list of holidays, grievance and feedback along with contact information. Speaking at the occasion, the Adviser to the Administrator, Sh. Vijay Dev, IAS said, “Chandigarh Administration is committed to improving public services delivery and it is our endeavour is to provide services ‘Anywhere, Anytime, on Anydevice’. mGovernance is going to play a pivotal role in objective of citizen centric governance and we will continue to pursue initiatives which will bring efficiencies in

Secretary Transport, Chandigarh Administration, Sh. Vikram Dev Dutt, IAS said “This is a noble initiative and would save the residents much hassle. The web portal of the department is already fairly informative and mobileRLA has further augmented our efforts to reach to the residents of Chandigarh”. Dr. S.B. Deepak Kumar, IAS, Deputy Commissioner-cum-Secretary Information Technology said “mGovernance is the need of the hour and we are building internal capabilities in the Administration to pursue our agenda of bringing public services on mobile. In future also, all IT and eGovernance initiatives will be complemented with mobile governance.”
Sh. Kashish Mittal, IAS, Registering and Licensing Authority said “The R&LA office has a direct public interface and in a city like Chandigarh where per capita income is amongst the highest in the country, the volume of service request is phenomenal. This puts an onus on us to create a mechanism which is transparent, efficient and effective to meet the ever increasing demand for the service. Over the past two years, we have continuously been working hard to improve our services and reduce bottlenecks in service delivery. mobileRLA is a key initiative and it will go a long way in making R&LA experience more user friendly.” Adviser to Administrator also launched Website of SDM (Central) (http://admser.chd.nic.in/sdmcentral/). Sh. Prince Dhawan, IAS, Director Information Technology cum Sub Divisional Magistrate (Central), Chandigarh Administration informed that “through this citizen centric website, the status of services availed at Sampark centre could be tracked along with information related to all services provided by SDM(C)”. He added ”All Departments of Chandigarh Administration can get their website/mobile app developed as well updated by the Web-Cell and M-Cell created at SPIC”.

Payment through Credit/Debit Card at Sampark Centres

Mr Vijay Dev, Adviser to Administrator along with Dr S.B. Deepak Kumar, Secretary IT Launching the facility of payment through Credit & Debit Card Aiming to improve the quality of life of Chandigarh people, Department of Information Technology through SPIC has introduced the facility of making payment of Electricity & Water Bills through Debit & Credit Cards of any bank in all e-sampark centers, gram sampark centres & kiosks without paying any extra cost on any transaction. Mr. Vijay Kumar Dev, IAS, Adviser to UT administrator inaugurated the facility of making payment of utility bill through debit/credit cards from e-Sampark Centre, sector-7 on 25 May 2015. Adviser said on this occasion "Providing hassle free & time bound services to the citizens is the priority of this administration. Public services should be very user friendly so that every citizen can easily access them. Payment of utility bills through credit card/debit card is a step in right direction which will enable administration to deliver public services in much more convenient, citizen oriented, cost effective and better way without paying any extra penny. He also asked Department of IT to introduce the online payment of utility bills as well.” Last date for payment of utility bills through debit/credit card will be same as last date of payment through cheque. Since the volume of cash transactions is very high at all centres the feasibility study to cut down on cash transaction was done by SPIC for providing the services of payments at sampark centres and as a solution GPRS EDC Terminals are installed at e- Sampark centres & e-sampark kiosks through which all the payments would be accepted through valid Credit/Debit Card of all the Banks.
Secretary IT Dr. S.B Deepak Kumar, IAS said “ "This will ease the transaction process which would lead to reduced response time, faster service delivery and will increase in transparency. Now citizens can make easy and secure cashless payments at any Sampark Centers without extra charges. Department of IT will soon add more services for which payment can be easily made through credit/debit card and will also launch payment of sampark services through net banking."

Mr Vijay Kumar, Adviser to Administrator handing over the Credit Card payment receipt to the resident Usage of debit/credit cards have permeated into all aspects of our lives and keeping that in mind Department of IT has offered this payment methods to citizens to render services at all sampark centres at ease. With installation of these EDC Terminals at e-Sampark centres, Gram Sampark Centres & kiosks there will be no more long queues at the counter for processing bills, bust queues during peak hours and citizens will get receipt of the payment through SMS on real time basis. GPRS connectivity eliminates the need for telephone connection. Director Information Technology Prince Dhawan IAS said “ These EDC terminals installed at Sampark centres will lead to fewer cash transactions which will help save on the time & cost involved in managing cash and also will provide greater convenience to the citizens who are fast switching from cash payments to making payments through Debit/Credit Cards”. These EDC machine will captures the essential information linked to the card once the card is swiped/dipped. This includes the card name, card number, transaction amount, etc. It also records the name of the sampark centre where the transaction is made and the date and time of the transaction.
There will be one dedicated counter at each e-sampark & gram-sampark centres which will have EDC terminal where citizen can make payment through Credit/Debit card of any bank. SPIC in association with Axis Bank (nodal bank of sampark) has rolled out the facility of payment through debit/credit card services at all e-sampark , Gram – Sampark & kiosks with no additional charges. The launch event was attended by Dr S.B Deepak Kumar , IAS, Secretary Information Technology, Mr. V.P Singh , IAS, Commissioner Municipal Corporation & Mr. Prince Dhawan, IAS, Director Information Technology and along with members of Resident Welfare Association and other officials of Administration.
